In 2016, the American Medical
Association (AMA) released a guidance report on street lighting. In it, the AMA
expressed concerns over light-emitting diode (LED) products for outdoor
applications because of alleged glare, blue-light hazard, and circadian
disruption. Although there is consensus about the energy efficiency benefits and
lower operating costs of LEDs, the conclusions of the AMA report are outdated
and inconsistent with more recent research from the U.S. Department of Energy.
The AMA argues that blue light found
in high color temperature sources can suppress melatonin and negativity affect
sleep cycles. This assumption focuses only on the color of the light source,
ignoring other important, known factors associated with responses to light,
including the amount of light exposure and the duration under that light. Furthermore,
the AMA describes the color of light source with a metric that may not
accurately characterize the spectral content known to be associated with
hormonal disruptions. The risks that AMA states are extremely unlikely as the
public are generally directly exposed to outdoor lighting for intensity or
duration less than the disruption levels.
The Illuminating Engineering Society (IES) states there
is a need for further multidisciplinary research of occupational and
environmental exposure to light-at-night, and notes that the AMA policy does
not consider the possible positive aspects that spectral content might
contribute to vehicular and pedestrian safety.
It is important to note that the
designs of lighting systems are unique for each application. There is no single
solution for all installations. My organization considers factors that are a
priority to the general public such as safety, optical and glare control, and light
trespass when manufacturing and configuring these products.
Properly designed and installed outdoor lighting can revitalize cities,
creating a sense of community with increased safety and sustainability.

the industry are committed to providing science-based facts that clarify the
use and impacts of LEDs. I encourage you to support LEDs for outdoor
applications and promote legislation that is based on expert consensus, peer
review, and scientific discourse.
